One right after the other

On 10/12/08 I received the $1 Bill with "69" written on it as change

from Home Depot in Playa del Rey, CA and then on 10/13/08 I was handed

the $5 Bill with "70" on it as change from a Chipotle restaurant in Culver City, CA.

Not only are the hand written numbers in immediate ascending order,

so are the Bills (a $1 then the $5) and I received them on consecutive days

one right after the other.

What a coincidence.

Who or what is responsible for punching the clock on Lincoln's face?

Does anyone know what this means or who stamped this strange clock 

with blue hands directly onto Lincoln's head and why?

Discovered in my pocket on 10/8/08 while digging out cash to purchase

a Costco Pepperoni Pizza in Culver City, CA.

This extremely rare 2003 bill depicts a be-speckled Lincoln.

It was handed to me as change on 10/7/08 for my double-cup
